If that is too hard for you the Arpanet, aka internet, was originally designed to exchange government research data. The was originally designed to make that exchange easier, that meaning URLs and hot links and such.
One can be excused for looking at the web today and missing the point it was orginally intended and first used to exchange scientific information amid the twitter and the penis pictures.

Arpanet was originally designed to maintain contact between military forces when parts of the communication network were unavailable, aka nuked. For economic reasons the internet today does not satisfy that requirement.
