That does not speak for itself. It does not constitute evidence of anything beyond an anonymous map with anonymous additions.
The printed words mostly mention just ghettos save for the long one over Belarus, Estimated number of remaining Jews. It does not say anything beyond that and nothing can be implied as sinister when deportation to camps is an established fact. Again it tells us nothing without an assumption of sinister from facts not in evidence.
