I believe intelligence is reasoning, wisdom and action. Generally, it's how somebody perceives the world around them, can problem-solve, can articulate and process their surroundings and experiences.
One is not going to say they were dumb but scores for IQ and related tests slowly increase over the years and have to be renormalized for a higher average. It is not teaching to the test as that cannot be done for IQ tests. As it occurs every decade or two it is too fast for a natural selection process.
It is suggested that IQ is like muscles the more it is exercised the higher it gets. This means simply that modern society is more complex than rural society a couple centuries ago. So every day people are doing the kinds of problems that are on these tests.

Edit: Also I think it goes far deeper than just someone's writing ability which is obviously a small portion of intelligence altogether. There is also the ability to present an idea, back it up and defend it. Also the ability to comprehend other people's ideas and respond to them intelligently. The people who tend to give rote forum replies in response to complicated ideas I don't think are particularly bright.
