There already are games somewhat like that; the first one is an oldie but goodie: Dungeon Keeper, which was the first to accommodate FPS abilities, but was for the most part RTS. Another newer one is Nuclear Dawn. Best one yet is one that mixmatches RTS/FPS similar to LoL and DOTA, called Natural Selection 2. IMO, Natural Selection 2 is the best one out there that uses this kind of hybrid gameplay.
