I take it you are asking if anyone can make the case that morality is needed. That depends.
If you mean is morality needed to make sense of human affairs generally, then yes it is. If you mean does every human being need morals as much as they need some vital organ, then no.
Humans without much moral impulse are a part of our gene pool and may, as some suggest, make the species more viable. For the most part we are a species of interdependence which thrives to the degree that every individual places the good of the whole above their own. But in hard times, if every individual was tied into serving the common good, whole civilizations could perish if all were willing to "go down with the ship". Having a minority who are purely self motivated and self serving could serve as an escape valve. So long as they go on breeding their own kind as a greatly recessive trait, new communities can arise with lots of pro-social normals which are needed for a human community to thrive.
Without the phenomenon of morality and its predominance in our species many aspects of our civilization are probably not possible. So yes, morality is needed.
if people wish to hurt others, it's their own business.
