That's just rationalization for being apathetic (or worse. Thieves say "everyone steals." Liars say "everyone lies." Cruel people say "everyone is cruel"). It's in the "nature" of cruel people to be cruel. It's in the "nature" of kind people to be kind. The more complex the creature, the more complex the "nature"---and/or vise versa. Cruelty can co-exist in the mix with kindness, self-interest with altruism, selfishness with empathy, etc.
Regardless, "nature" isn't sufficient excuse for rational creatures to behave in any manner. Some of us don't limit our brain function to the limbic system, and even, at times, find valid reason to behave contrary to or even better than our "natures." This practice is known as being civil. Sometimes our nature actually changes, through a process called maturity.
