For regulations to apply, the institution of slavery has to already be in place. The Bible condemns steps to introduce slavery:
1 Timothy 1:9-10
"We also know that the law is made not for the righteous but for lawbreakers and rebels, the ungodly and sinful, the unholy and irreligious, for those who kill their fathers or mothers, for murderers, for the sexually immoral, for those practicing homosexuality, for slave traders and liars and perjurers—and for whatever else is contrary to the sound doctrine."
Exodus 21:16
“Anyone who kidnaps someone is to be put to death, whether the victim has been sold or is still in the kidnapper’s possession."
As far as owning slaves in a slave-legal state, Christians would need to keep in mind the advice of Col. 4:1, Eph. 6:9 and Mark 12:31. If we cannot love our slaves as we do our own bodies, we should not have them.
