I see you haven't done much traveling because some low rent places provide neither of those two things
. The owners of the establishment were assholes exercising their right to free speech. The only grounds for litigation would be a harrasment claim and I imagine it would be a hard case to win.
The two things you mention should be important to any hotel manager but it is possible for a hotel to differentiate itself through extremely low cost which would lead to lower standards. The choice is up to the customer as to what they are willing to put up with.
