a) He's arguing against government employed teachers, not teachers.
b) Most of the kids language, certainly the core foundation, is (should) be learnt well before the kid sees a teacher. If not, they are in serious trouble. Who taught him language? His parents most likely. And again, he's arguing against government employed teachers specifically.
c) Koolay's grammar is fine, one option for constructing a question from a declarative sentence (statement) in English is to simply add a question mark/rising intonation at the end. Another is to swap the subject and the auxillery verb around.
I can go to the store. --> I can go to the store? OR, Can I go to the store?
Their job is to teach children how to have a successful career --> Their job is to teach children how to have a successful career? OR, Is their job to teach children how to have a successful career?
Both are acceptable
