First off I used the word starve for a reason. Also used the word almost for a reason. I'm not against food stamps or similar programs that prevent hunger and that website that you linked to doesn't actually give any information about hunger in the US other than that poor people are on food stamps and other programs that prevents them from being hungry. I also think there are good reasons to be skeptical of such claims, considering the poor in the United States are actually more likely to be obese than any other income group.
It says nothing about starvation at all.

Societies have tried that and it has never worked out well. I would be extremely skeptical that it would work out well in the future.
