Jesus to Peter and His diciples: "What sins you forgive, will be forgiven. What sins you say remain, will remain."
To the non-believer it wouldn't make any sense. But, this isn't some magical cure for sin, and time in purgatory.
The RCC can say that we will all go to Heaven! But...we have to go there OURSELVES.
This is an opportunity (and obvious recruitment) for Catholics to: profess the Faith, renounce their sins, and be forgiven.
But, this aint the McDonalds of forgiveness. It has to be earnestly desired on the part of the recipient.
