It's interesting how you quote that line/paragraph from that article (http://apnews.excite.com/article/2013091...NHIG3.html) rather than this one:

Or this one:

Just saying. So they're proposing to cut 5% of what has doubled mostly under Obama, and the 5% is achieved by not giving food stamps indefinitely to healthy individual adults, stricter work requirements should the states choose to do so and (obnoxious yes) drug testing . It doubles, they cut it by 5%, so it's still nearly doubled. Ooooh save us from the drastic austerity. Stop acting.
