How can we possibly know that?
If the devil is the good guy and God is the bad guy, but with better PR we would never know.
An evil God - doing bad things but proclaiming them good because he did them rather fits the biblical account.
We can know as atheists because we use secular moral standards. For example my morality is based in moral utilitarianism and when I use that standard to measure God then, it does not take long to realize that he is at best a petty tyrant.
