It seems a last minute rules change in the House right before shutdown gave Boehner unlimited power to block any effort by the Senate to pass a clean government restart bill. There are already more than enough Republicans in the House who are feeling the heat and calling for an end to this madness but unless King Boehner decides to let them vote on it, it can't be done.
I'm not sure what can be done now. I wonder if a court injunction can be called on in time to prevent our default on the debt. This frankly is an abuse of power. Only the Senate has the power to filibuster a bill and even this power isn't concentrated into the hands of one man.
