I mean, the main reason the Titanic didn't fit more people was that it was a luxury liner, with some of the "cabins" containing a number of large rooms, all for a couple of passengers. Not to mention all the cargo that wasn't food...
I suppose he could've used a freighter, but I think a luxury ship was used because the nature of the cargo had to be living to make a fair comparison. Also, one must remember that there were far more 3rd class people crammed into the bottom of the Titanic that would have taken up less space than say lions, gazelles and alligators for example ... all of which need private compartments.
Definitely arguable though.
Troop transports might be more apt. Still I agree with your point
