Because moving traffic along is more important than saving someone's life.

"Hey, that injured passenger in that mangled car can wait! We don't want these people to miss CSI and American Idol! How are they supposed to microwave their TV dinners in a car?!"

On a serious note though, the job that attracts the most psychopaths and sociopaths is law enforcement.
