I think it sounds like a great idea, but I don't bet it'll be long before gun nuts spout conspiracy theories about the government manually shutting down their guns via socialist magic or something.
This is going to do absolutely nothing to reduce gun violence, as ANY technology can be circumvented. The notion that you can reduce gun violence by continually making guns available to virtually anyone is simply ludicrous.
