Rationally, effort would yield more results concentrating on motor vehicle safety and water safety.
Thing is, there is a lot of effort on improving car safety and stringent government standards which manufacturers have to meet. This goes on perpetually and causes no uproars.
Rationally, effort is not a zero-sum game in a practical sense and we can focus on safety in many different areas at once. Focusing on firearm safety does not require less focus elsewhere.
