The quantum foam, as I understand it, is a property of space-time.
At the singularity, the space-time which comprises our Universe was compressed in it and, has since, expanded.
We don't know if there is space-time beyond the space-time that was included in the singularity that expanded into the universe as we know it.
If there is, then it is reasonable that the singularity that expanded into our universe came into being through some quantum-foam phenomenon which yielded more particles than average.
It could then also be that space-time itself (the one beyond our universe) is infinite. If it is infinite, then such phenomenon which yields such singularities could happen elsewhere, thus giving rise to other universes, not necessarily as large or as small as our own. Actually, if space-time is infinite, then there would be infinite universes.
Or not.... all this is based on an IF which is, at least currently, beyond our ability to measure and determine it.
If there is nothing beyond the singularity that expanded into our universe, then I've got nothing... and nothing then is what any god is.
