There's no link in the top left when you aren't signed in.

Pray tell, who signs up with the intent of posting, without signing in? Besides, the subforum for the rules is readily available for members and non-members alike.

There's no indication that these are different from the registration agreement until you click it. It isn't intuitive at all.

Why does the registration agreement page say "by continuing with the sign up process you agree to the above rules" instead of "the above registration agreement"?

If you're that nitpicky, I'm sure that it can also be changed. But in case you're unfamiliar with synonyms, this would be an example. The rules in this case obviously point to the legal stuff you just read through (or did you?), and if you sign it, you will adhere to those above. The specific rules for these forums (as in atheistforums.org), are clarifications on how we wish to run this place, but it's not legally binding and not ubiquitous around the internet, unlike the sign up agreement.

Also the Privacy Policy should be in the registration agreement and the page isn't very easy to find either, it should probably be in the footer or header.
