If someone says , "God Bless you".....next time you see them don't give them any money. If someone just says "thank you"....next time you see them...give them money again.
If everyone did this then eventually the beggers would stop saying, "God bless you". This is about the best you can do.
And.....as a theist...I do wish that God does bless you.
