It would be the physics that is at work in a car crash. The car decelerates near instantly, but your body keeps going.

Obviously a magical being wouldn't have to apply the stopping force from a single point of contact!! You obviously don't understand how magic works!!
If he applied the force evenly to every human at once in such a way that everything lived, then how come the soldier normal movement is unimpeded? And why is there no record of this from china or india?

The rotational speed at the equator, at its highest point, is closer to 465 meters per second, not 22 million meters per second, as you state. Though the results would still be bad.
