The answer is obvious to us reasonable folk: even if there is some kind of cosmic being that can see us, the fact that we like to play with our genitals would be the furthest thing from its mind.
This isn't so obvious to the narrow, arrogant mind of the Christian, especially if that Christian is a Mormon. Sex is known in LDS circles as the "Power of Procreation", and is equated with god-hood, as their Heavenly Father™ seems to have countless spirit children that have all come about as a result of having celestial sex with his hundreds of wives. Sex is therefore some kind of glimpse into a godly practice, and so, like everything else associated with their god, it's regulated like crazy to the point that even "impure thoughts" are scary to them.
