Yes! I think Uriah still works as a foil in that scenario, perhaps even more so. Maybe his actions remind David of his own irresponsibility to the troops and makes it even easier for him to slide down that slope to ruin.

While David's fall begins before Uriah's faithfulness, yes, Uriah's actions may have contributed to David's guilt and to his furthering his crimes.
