The subsidy referred to is access to the power grid without paying the full cost of that access.
Some, though, think the bill is a pre-emptive strike by the utilities against a small but burgeoning alternative energy industry.

The issue is this:
1) The electric grid cost money to maintain. People on solar connect to the grid but do not contribute to the cost to maintain it. Their cost of grid maintenance is subsidized by others.
2)Existing laws in the state require that electricity bought from private solar producers be purchased by utilities at retail rates. If you are in the business why should you be required to buy things at retail rates? In business you buy at wholesale and turn around and sell it at retail. That is how you make money to grow your business and service more people.
The intent of the law is an attempt to lessen/compensate for the subsidies given to private solar producers not tax the sun as that idiot Maddow suggested
Minimalist, you shouldn't let Rachel Maddow, or the LA Times, or the Tulsa World do your critical thinking for you. Those people/organization all have an agenda they are trying to further. Facts don't matter much to them.
Regarding the Koch brothers, they are consistent advocates against government subsidies even when they benefit from them. The Koch brothers receive millions of dollars in ethanol subsidies yet campaign against them. The Koch brothers don't have a problem with solar power. The have a problem with subsidizing solar power. The Koch brothers have a problem with all government subsidies. You have been spoon fed to hate the Koch brothers by people who don't want you to listen to their message.
