As a blanket statement yes. The idea that you should be guilty because you saw a pretty young thing go by and had thoughts or briefly wanted to strangle your boss is nuts. But perpetually feeding on hatred, jealousy, or lust won't do much for your happiness. I wouldn't call it immoral, but it's not healthy.
Yes thinking negative thoughts a lot can affect you, but all the negative thoughts in the world doesn't mean anything if you never act on them.
