Why is that a problem? If the twits in charge don't have the guts to do it then they should get the hell out of office. The same objective can be accomplished by using a variety of methods but the dummies don't have the guts to use any of them. One day they will find their sorry asses lying in a ditch as one of the bad guys blows their few brain cells out of their ugly heads.
