The age of consent in the U.S. varies from state to state from 16 to 18. But many have exceptions where both participants are young.
Here in Oregon the age of consent is generally 18. But it is a complete defense to statutory felony rape if the defendant is less than three years older than the victim. It's a complete defense to misdemeanor statutory rape if the victim is at least 15 and the decedent is less than three years older. So really, as long as everyone is just under two years of age apart, the age of consent is 15. And no one is doing jail time if there is less of a gap than three years in age.
