I think he is referring to what happened afterwards. Lot's daughters decided that in order to continue the family line, they would get him drunk and sleep with him. They did this on consecutive nights, one daughter each night. The story (Genesis 19:30-38) makes sure that we understand that the blame for this falls squarely on the daughters by telling us that on each occasion, Lot "was not aware of" what was happening.
Maybe "skanks" isn't the right word. I guess it's accurate to call them "rapists." And why not? Lot had offered them up for gang-rape to spare his angelic guests not long before, so perhaps they felt that rape had its virtuous uses.
