You know, I would be sympathetic to your guy's point of view if an actual humanitarian crisis were happening in Detroit.....but it isn't. If there is a crisis....its a crisis of inconvenience.

It's not rocket science, just a little peculiar. From my position anyway, assuming you wanted to build a well.
When you buy property with the intention of building a home on it, you look for options to provide water service to the house and in doing so you learn about these things.
CD's actions are not peculiar IMO.
