The / in fractions is always a division sign. 12/3 is a fraction. It is also 24/6 and 3.6/.9 and 4/1 (which we can notate as 4 since a number divided by 1 is always that number).
1/4 is also a fraction equaling .25/1 or more simply .25
When I was a kid, I learned to depict inline divisions as 12:3, or 34:3.4. Only when I started reading printed equations did I notice the shift to the / sign.
