In my job were subjected to this sort of propoganda every day of the week.
It goes a little like this:
Lets hear your views says the e-mail, leaflet or in extreme cases someone important in person, at least one or two of the views will match the plans we want to instigate, we can then site you as the planner when we do what we were going to do all along and blame you when the shit hits the fan.
You 'civilians' arent used to this yet, but its a common ploy to keep government workers placid, fool me once and all that.
