Here is an example. Netflicks sucks up most of Comcast's bandwith delivering their product to their customers. Comcasts wants to charge Netflicks more money because they use more bandwith on comcasts network. The government wants to stop Comcast from doing so.
That's net neutrality.
AT&T is just being smart about stopping investing in highspeed fiber optic. What is the point of providing high speed fiber optic if you can't profit from it?
