That only the most fanatical of the four are likely left. Fanatics don't see things from different perspectives and so have a limited understanding of the things they are so passionate about. Thus my jury is not likely to have a nuanced position or full understanding of what they're going to rule on.
Your analogy fits with my experience. When few people vote, the more fanatical are the ones who disproportionately show up and the effect becomes more apparent in our government.
