We could debate whether or not he really meant it but the only way to know is to ask him but we can't do that. I think he didn't, but my point is that his intention was to appear justified. In my view, he did a bad job, because first of all, some people don't even believe in god, others do but don't believe that god told him to do anything, and others don't feel that the war is justified anyway. All of those people wouldn't have been persuaded by his statement, and anyone who does believe everything he said wouldn't have been persuaded either simply because they would already agree with him.
