OK, I gave that phrase a little thought. (Little meaning all of about 3 1/2 seconds Tongue)
I'd say both parts are correct.

'Change is because of being...' Change won't occur if there is nothing (no 'being') to change.

'....being is not because of change' I'd say that's wrong, because most things that are (being) are here because something else changed.
