No, it's not tasteless. Just because 9/11 is associated with Muslims in general by some members of the public, that doesn't mean it is. A few nutters are not representative of the whole religion. Otherwise, it would be tasteless to bury a Japanese person next to an American soldier, because some Americans were treated badly in Japanese POW camps. As long as they let a gay bar be built next to it, they're wlecome to build their mosque.
