No, not necessarily. The swastika has been variously oriented for a very long time in the east. (If you google "Woodblock edition of the Wonderful Dharma Lotus Flower Sutra" you can find a swastika that is oriented precisely as the most common form of the Nazi swastika, that has nothing whatever to do with Nazis. You will need to scroll down the page to see the picture of the text of that name.) Also, not all Nazi swastikas have the rotation that you mention. (See, for example, the wikipedia pages on "Nazi symbolism" and "11th SS Volunteer Panzergrenadier Division Nordland".) So, that does not distinguish between them. You can see some examples at the wikipedia page for "swastika," as well as from links from that page.
