It's funny, in most countries with anti-atheist laws there is no problem with following a deity other than the norm. In Kentucky a sun worshiper is welcome by their laws even though that same person is completely atheistic toward the Jesus that they so covet. It doesn't matter that their 99% atheism doesn't overlap other's 99% atheism, only when someone shouts "the emperor has no cloths!" and has given up on all gods and is 100% atheist is there a problem.
This is why I believe that most theists know deep down that religion is a social con that they daren't admit, but they fear it may be real for someone else.
