It depends on God's view and plans on his creation and is only correct if God puts himself completely on the same line as his creation in regard of morals.
I disagree. As the alleged creator of human nature, he would know that we instinctively look for leadership examples, and he would know that failing to provide that example would undermine faith in at least some of the population.

No. Exemplifying morals is necessary from a moral standpoint. If you are not exemplifying the morality you wish to inculcate, you are rejecting it, by definition. And by rejecting those morals, that makes the moral agent by his own standards immoral. It also makes those he's trying to teach question the validity of the lesson.
Hypocrites make poor leaders; this is a lesson life delivers both to the virtuous, and to those leaders who come up short.
