Because it sets up an argument from ignorance which is superficially compelling if you don't understand the fallacy.
e.g.
1. Either the flagellum evolved or it didn't;
2. We don't know how the flagellum evolved;
3. Therefore the flagellum probably didn't evolve.
Therefore design
#3 doesn't follow from 1 and 2; but people not familiar with the fallacy are easily misled by such arguments.
