Did you use Hangouts to send him a message? I am looking at my Google+ now and don't see another way to send a message. I wonder if he doesn't have the Hangouts app, doesn't use Chrome, and doesn't use an Android phone, he might not get a Hangouts message unless he actually visited his Google+ page. I just looked at mine for the first time in about a year today...
