You and Donald have something in common. You both shit in toilets. Your life is so much more like Donalds than the Ethopian that it isn't even close. You are Donald Trump to the Ethopian. Your heated trailer with hot and cold running water is mansion to his stick and leaf hut. That is something else you have in common with Donald Trump....you both have hot and cold running water in your home. The Ethopian has to walk miles to the mud hole, gather some water and haul it miles back to his home.
You simply have so much more in common with Donald Trump than you do with the Ethopian. If you are worried about disparate impact. You should be concerned with the Ethopian more than you should be concerned with Donald. That Ethopian....he might slit your throat to get at your riches.

If it didn't work, then poor people today would be worse off than poor people of yesterday. Of course idiots and progressotard(I suppose they are the same thing) will tell you otherwise. The will try to convince you that the poor are worse off today than they were in the past. That is simply not true and anyone who conveys that message is either an idiot or trying to get idiots to vote for them.
