Would it be reasonable for somebody to conclude that there was actually a flood because of this? It's simple: floods are relatively common. More common than the occasional devastating flood, however, was/is the human tendency to ascribe divine causes to weather events, vastly overexaggerate details, and if the occurrence was of such significance to a town or city's way of life, tell the subsequent generations of children and grandchildren about it with an added moral until over time the story takes a bona fide literary form.
