It doesn't make someone a hypocrite. Changing one's mind about something is different from hypocrisy, but it seems common these days to call someone a hypocrite when really the person just changed his or her mind. It is as if people wanted to encourage others to continue being wrong, instead of embracing improvements.
As I stated previously, better late than never. Earlier, of course, would be better still, and even better than that would be to never have been wrong. But, still, better late than never, so Carter is obviously better than many people.
