You can file any damn lawsuit you like. Getting the court to hear it is another matter.
I used to hate pro se suits like this one. They're much more amusing if they are on someone else's desk. The court will bend over backwards to help her write an actionable complaint without actually helping her (it's an art) because she's unrepresented. After much wasted work, they'll dismiss for lack of subject matter jurisdiction because they don't have jurisdiction to enforce god's laws. And for personal jurisdiction because she won't be able to serve all gays in the state, and the court doesn't have jurisdiction over the out-of-state gays let alone those who reside outside the country.
The court will be richer her filing fees, and much poorer in wasted man hours.
And she will get what she really wanted: publicity.
