So I don't think that the universe has different rules per se, but that since it is at least a couple scale grades larger than us, it will have to function with slightly different physics. Snother way to explain is that all nano matieral follows certain rules everywhere. All maco material follows certain rules (of physics) everywhere else. I don't think we will find other galaxies with different rules, unless those galaxies are found through a micro- or telo-scope, and are in fact other renditions of this same presten reality.

A better way of putting it would be:

The indeterminacy and complexity of the subatomic world tends to wash out at at larger scales.

So essentially you are right, thought I think you over explained it to the point where your entire idea almost became nonsensical Wink

This idea of the fine structure constant not being constant may have some merit, thought it remains to be seen - this after all was a rather complicated analysis of rather imprecise signals so unless a lot of careful attention was payed to the possible sources of interference the experiment could be a write-off.

Peer review for this one will be very interesting, thought i don't expect too much to come of it.
