Don't know how serious this is, but might be an investigation into using heroin for execution drug.
Might be a recall of some state legislators too, one in particular ran on a specific 'keep the death penalty' platform in his last election, and he did not vote accordingly. There's also some 'taint' if you will, about special interests and lobbyists having too much sway on the issue, the rationale being there seems to be wide support for keeping the death penalty everywhere in Nebraska, except for the unicameral.
(Nebraska only has a state senate, apparently all the other states have a 2 body legislature)
