It's funny (the census) - In Europe it is common to forbid collecting data based on race for a variety of reasons - The most predominant one being to avoid discrimination. That's right. Don't forget that Europe is the former home of fascism and nazism - A survey saying the population of blacks has increased is enough to light up people's racist feelings. Europeans aren't as used to multiracial societies as America. You can collect data based on race for individual surveys, but not for national ones. Another thing is that many European people have specific ancestries (even if most natives are white) and there's a bunch of words people use to describe themselves. When people ask me "what race are you?" I don't answer "white" but "Mediterranean" - It's the scientifically correct word actually - Northerns are scandinavian, eastern Europeans are slavic, central Europeans are Germanic, etc. I'm not a geneticist - Someone who is will probably be able to make a guess about where people are from just by looking at their face - Honestly, I am able to identify northern tourists by looking at them, usually British and Germans, because they're much whiter and taller than me - But I'm no expert. My girlfriend is white mixed with some gipsy, and she is considered native. Portuguese people are racist, but we ignore and remain oblivious to a little of mixed ancestry - It's just when people are noticeably not mediterranic that we start being racist

Logically, someone who is blonde with blue eyes, straight hair and average sized nose will almost always be caucasian - Someone with dark skin, curly/afro hair and broader nose will probably be African. For purposes like this (An institution fighting for civil rights) it's obvious people have to be black - I don't see why it should be any different.
Everyone has a racial identity - You can say that we are all one species - Fine, but when asked you can't run away from the question, there must be a definition that fits you,even if it is "mixed" or "multiracial" - The fact it's mostly a social construct doesn't matter because with race usually comes culture and personal history. Languages are a social construct as well, but useful for many things.
My mother jokingly says I must be Jewish because of how much I love money and refuse to lend some to people
