No, it doesn't want anything either. I think the distinction is important because formulating any such "will" of evolution will usually be to simple and not work as a general explanation. For example, in sexual selection there are adaptations which reduce the fitness in the sense of strength and ability to escape predators, and only bring an advantage when it comes to mating preference. Any explanation like "evolution wants stronger, better" etc. is not subtle enough.
